Medical Center Director

Judy Hayman, Ph.D., was appointed Medical Center Director at Syracuse VA Medical Center 12/8/2017. Dr. Hayman joined the VA more than 10 years ago and has held progressive leadership positions at the Syracuse VA Medical Center. Most recently, she served as the associate medical center director at the Syracuse VA Medical Center and, since April of 2017, she has been the acting medical center director.

Dr. Hayman holds a Doctor of Philosophy degree in Clinical Psychology from Fairleigh Dickinson University, Teaneck, New Jersey. She is a member of the American College of Healthcare Executives and a graduate of the Health Care Leadership Development Program.

The Syracuse VAMC is a 136-bed general medical and surgical referral center including a 16-bed Acute Care Psychiatric Unit as well as a 48-bed Community Living Center and a Spinal Cord Injury Center. It provides a full range of patient care services, education and research to include Primary Care, Mental Health care, Tertiary care, Long-term care, Physical Medicine, Rehabilitation, Neurology, Oncology, Dentistry, Telehealth and Home Based Primary Care (HBPC). It is a teaching facility affiliated with State University of New York (SUNY) Upstate Medical University and operates Community Based Outpatient Clinics (CBOCs) in Massena, Watertown, Auburn, Rome, Oswego, Binghamton, and Tompkins/Cortland in Freeville - serving 13 counties in Central New York. Syracuse VA partners with Vet Centers located in Syracuse, Binghamton, and Watertown.

Associate Medical Center Director

Richard W. Salgueiro, FACHE began his service as Associate Director for the Syracuse VA Medical Center on July 16, 2018. He provides management and operations oversight to the Medical Center and seven VA Community Outpatient Clinics. He has more than 25 years of progressive health care leadership experience. His knowledge in systems redesign, performance improvement and capital replacement strategic planning helps to expand access and provide 21st century health care to Veterans living in the Syracuse VA’s 13- county catchment area.
Prior to joining the staff at the Syracuse VA, Mr. Salgueiro served as the Associate Director at the Canandaigua VA Medical Center.
Mr. Salgueiro served more than 21 years in the United States Army in a variety of leadership positions to include Deputy Commander for Administration (Chief Operating Officer), Department Director, and Senior Advisor to the Iraqi Armed Forces Surgeon General, Multinational Forces Command during Operation Iraqi Freedom (OIF). He is an Army Lieutenant Colonel (Retired), Medical Service Corps Officer. He is a recipient of numerous military medals to include the Meritorious Service Medal and Joint Service Commendation. He holds both the Airborne and Expert Field Medical Badges. He is also the recipient of the Order of Military Medical Merit from the Army Medical Department.
Mr. Salgueiro attended George Washington University, Washington, DC and received a Master’s degree in Health Systems Administration and Suffolk University, Boston, MA for a Bachelor’s degree in business. He is a Fellow in the American College of Healthcare Executives (FACHE).

Chief of Staff

Dr. S. Asif Ali MD assumed the Chief of Staff position July, 2015. He obtained his medical degree in 1996 from the Aga Khan University Medical College in Karachi, Pakistan. He completed his Internal Medicine Residency and Chief Residency from Case Western Reserve University St. Vincent's/St. Luke's Medical Center in 2001. He was in a hospital employed practice from 2002 to 2006 in Cleveland Ohio. He joined the Syracuse Veterans Affairs Medical Center in November 2006 as an Academic Internal Medicine Physician. He is a Clinical Assistant Professor of Medicine at SUNY Upstate Medical University. He has served as Medical Staff President at the Syracuse Veterans Affairs Medical Center since April 2012.

Associate Director for Patient and Nursing Service

Cheryl Czajkowski, MSN, RN has been appointed Associate Director for Patient and Nursing Service at the Syracuse VA Medical Center effective December 23, 2015.

Most recently, Ms. Czajkowski served as the Medical VA Care Line Manager, where she had oversight of medical/surgical inpatient and sub-specialty care operations. Prior to this role, Ms. Czajkowski was the Associate Chief of Nursing Service, Acute Care, at the Lebanon VA Medical Center in Lebanon, Pennsylvania. Prior to her transfer to the Lebanon VA Medical Center, Ms. Czajkowski worked at the Syracuse VA Medical Center in both nursing staff and management positions. Ms. Czajkowski is a strong advocate for patient-centered care.

Ms. Czajkowski graduated from Crouse School of Nursing, Syracuse, New York, then went on to Upstate Medical University, Syracuse, New York for her Bachelor of Science Degree in Nursing and graduated with distinction. She completed her education by attaining her Master of Science Degree in Nursing Leadership and Management at Walden University, Baltimore, Maryland. Ms. Czajkowski has held a membership with the International Nursing Organization Sigma Theta Tau, and has served as a past president.
